Juan Pablo Jiménez is a lecturer of Public Finance at the Latin American Faculty of Social Sciences (FLACSO) in Buenos Aires, Argentina. He is also a researcher at the Center for Economic Research (CINVE) in Uruguay and the Vice President of the Ibero-American Association for Local Financing (AIFIL). Dr. Jiménez was the office director of the Economic Commission for Latin America and the Caribbean (ECLAC) in Uruguay and the coordinator of the Fiscal Area of the Economic Development Division of ECLAC in Santiago, Chile. In addition, he was a visiting lecturer at the School of International and Public Affairs (SIPA) from Columbia University, New York. Moreover, he worked in the Argentinean Ministry of Economy, the Argentinean National Congress and the Department of Fiscal Affairs of the International Monetary Fund (IMF). Finally, he has been a consultant to numerous organizations, including the Inter-American Development Bank (IDB), the World Bank, UNICEF, and the Inter-American Center of Tax Administrations (CIAT).
He holds a Bachelor’s Degree in Economics from the University of Buenos Aires, a Master’s Degree in Public Policy from Columbia University and another Master’s Degree in Economics from the Di Tella Institute in Buenos Aires.

Title: Inequality, extreme events and fiscal equalization in Latin America
Abstract: The objective of the project is to analyze the territorial dimension of economic and social inequality, its relationship with subnational fiscal needs and capacities, and the impact of extreme events on these disparities. It also proposes to evaluate equalization and compensation mechanisms to mitigate them. In this way, the aim is to contribute and at the same time draw on the experience and studies carried out in Cuba, offering possibilities for the exchange of theoretical and conceptual perspectives on inequality and its regional dimension, as well as discussing the potential for strengthening the mechanisms of allocation and distribution of intergovernmental resources to mitigate the high economic and fiscal territorial inequalities.
The purpose is to offer considerations that can contribute to initiatives that reduce the high economic, social and fiscal gaps existing at the territorial level and, within the framework of post-pandemic and imminent climate emergencies, promote the role that these mechanisms can play in the necessary redesign of intergovernmental fiscal institutions in the region.
